When Science Decided Some People Shouldn’t Exist

How does a respected scientific idea become an ethical catastrophe?

In 1924, a young Virginia woman named Carrie Buck was committed to the Virginia State Colony for Epileptics and Feeble-Minded.

She was seventeen years old.

Officials labeled her “feeble-minded.” The state argued that her mother was the same, and that her infant daughter would likely be as well. Their conclusion was straightforward: if three generations were supposedly unfit, the family line should end there.

Carrie Buck’s case eventually reached the United States Supreme Court.

In 1927, the Court upheld Virginia’s compulsory sterilization law in the case of Buck v. Bell. Writing for the majority, Justice Oliver Wendell Holmes Jr. ended his opinion with a sentence that has become one of the most infamous in American legal history:

“Three generations of imbeciles are enough.”

Carrie Buck was sterilized.

For decades, that decision stood as constitutional support for similar laws across the United States.

Today, the ruling is widely regarded as a moral failure. At the time, many people saw it as scientific progress. That is what makes this story so unsettling.

There was a time when eugenics was not considered fringe science.

It was taught in universities, discussed at scientific conferences, and promoted by physicians, researchers, lawmakers, and other public figures who believed they were applying the latest understanding of heredity to improve society.

The basic premise sounded persuasive to many people.

If selective breeding could improve livestock, why couldn’t governments encourage the “best” people to have children while preventing the “least fit” from doing the same?

The idea moved quickly from theory to policy.

Beginning with Indiana in 1907, state legislatures passed laws authorizing compulsory sterilization of people judged to be “unfit.” Those targeted included individuals labeled feeble-minded, mentally ill, epileptic, intellectually disabled, or otherwise considered genetically undesirable.

In practice, those labels often reflected poverty, disability, social prejudice, racism, or nonconformity as much as any medical diagnosis.

More than 60,000 Americans were forcibly sterilized under these laws.

The movement was not confined to obscure organizations. The Carnegie Institution supported the Eugenics Record Office, which collected family histories in an effort to identify supposedly inherited traits. The Rockefeller Foundation funded genetics and public health research during a period when eugenic thinking was widely accepted within parts of the scientific establishment. Prestigious universities offered courses on eugenics. State fairs hosted “Fitter Family” competitions intended to celebrate hereditary fitness.

The movement carried an unmistakable language of science. It also carried the confidence that often accompanies scientific consensus.

Its influence extended beyond the United States.

During the 1930s, German scholars and officials examined American sterilization laws while developing their own racial legislation. American eugenics did not create Nazi ideology, nor did it dictate what Germany would become. But aspects of American law demonstrated that compulsory sterilization could be enacted, defended, and upheld by democratic institutions under the language of public health and science.

The tragedy of eugenics was not that people asked difficult scientific questions.

Science depends on difficult questions.

The tragedy was that prejudice, fear, and social assumptions were mistaken for scientific certainty. Institutions lent authority to ideas that were never as objective as they appeared.

Carrie Buck’s story reflects that failure.

Later historical research found little evidence that she, her mother Emma, or her daughter Vivian matched the sweeping claims made about them in court. Yet those claims became the foundation for a Supreme Court decision that shaped thousands of lives.

History remembers eugenics as an embarrassment.

It should also remember it as a warning.

Scientific institutions deserve respect because they pursue evidence, revise conclusions, and test ideas against reality.

When certainty begins to outrun evidence, however, even respected institutions can lead society in dangerous directions.

The question is not whether science can be wrong. History has already answered that.

The question is: how do we recognize the difference between evidence and assumption before the consequences become irreversible.
